2026 Union Member Engagement Benchmark Survey · Motion Meetings Research
41% of members attended no union meetings in the past year.
Surveyed across 300 union members in English and French Canada, the data is clear: this isn't apathy. It's a design problem rooted in access, schedule conflicts, and a growing sense that participation doesn't change outcomes. Every barrier removed is a voice restored.
41%
of members attended zero union meetings in the past 12 months
more likely to be actively engaged if they attend and vote regularly
54%
of non-attending members would participate if virtual or hybrid were available
Participation doesn't fail on its own — it's designed out.
The 2026 Benchmark Survey asked members directly why they don't participate. Six structural patterns emerge consistently — and all six are solvable with the right platform and format design.
37%
Work Schedule Conflicts
More than one in three non-participating members can't attend because of their shift or work schedule. Fixed-format meetings structurally exclude the members who need representation most.
20%
Family & Personal Commitments
One in five members cites caregiving or personal obligations. When in-person attendance is the only path, participation becomes a privilege rather than a democratic right.
27%
"My Voice Doesn't Matter"
27% of non-participants don't believe their involvement changes outcomes. 19% find meetings irrelevant to their concerns. Once this belief sets in, promotion alone won't recover turnout.
82%
Single-Channel Outreach Risk
82% of members are reached by email only. One bounce, one spam filter, one missed inbox — and the vast majority of your membership never receives the call to participate.
0%
Non-Voters Are Disengaged by Definition
Not one member who has never voted considers themselves strongly engaged. 68% say casting a ballot makes them feel more connected to their union. Voting is the participation flywheel.
+4
Union Promoter Score — Crisis Territory
37% of members are promoters; 33% are detractors. One in three would not recommend their union to others. Non-participating members are your highest advocacy and retention risk.
Unions across Canada are transforming participation.
